It is the government fee on phones imported into Egypt. It must be paid for the phone to keep working on Egyptian mobile networks.

The fees-paid version is ready to use with a local warranty. With the fees-not-paid version you pay the fee yourself within 120 days of first using the phone.

When you choose the fees-not-paid version, the fee amount appears on the page. You can also check it in the official Telephony app using the phone's IMEI. The authorities set the amount and can change it, and the fee is not part of the price or the Gadedly warranty.

The phone can stop working on Egyptian mobile networks until the fee is paid. Wi-Fi keeps working.
